Community Choice Programs

SHIBA HelpLine Toll Free: 1-800-562-6900 Statewide Health Insurance Benefit Advisors (SHIBA) HelpLine Program Working to reduce the number of uninsured in our communities.

Access Coordinators and trained SHIBA volunteers offer the following free services to help consumers and their families navigate the healthcare system:

* Counseling in Insurance Programs & Benefits including Medicare, Medicaid, Basic Health Plan of Washington and prescription drugs programs.

* Easy-to-understand and impartial information to help clients access and maintain health insurance coverage.

* Free counseling and help completing paperwork from our well-trained volunteers and experienced Access Coordinators.

* Assistance with enrollment in Medicaid, Children’s Health Insurance Plan (CHIP), Basic Health and other state and federal insurance programs

Community Choice provides the Sponsor function of coordinating a SHIBA HelpLine volunteer program in Chelan, Douglas, Okanogan, Grant and Adams Counties. We provide relevant outreach and education services in Spanish and English. Our services are FREE, unbiased and confidential.

 CHILDREN'S HEALTH INSURANCE

Over 100,000 children and teenagers in Washington State don't have health insurance.  Many families can get free or low-cost health insurance for their kids. 

 

The chart deals with health insurance for children under 19 only. Income levels are effective 4/1/08 through 3/31/09. If your monthly family income is close to the amounts on the chart, your kids may qualify for free or low-cost health insurance. Even if your income is above these amounts, we encourage you to call us at 1-800-562-6900

 PREGNANCY MEDICAL 

Pregnancy medical program for low-income pregnant women has no resource limits and the income limits are based on 185 percent of the Federal Poverty Level (FPL). The pregnant woman can be eligible at any time during her pregnancy. Once eligible, the woman continues to be eligible throughout the pregnancy regardless of changes in income and household composition.

To determine the pregnant woman’s family size, count the pregnant woman and add one for each verified unborn child.

EXAMPLE: A woman who verifies she is pregnant with twins is considered to be a three-person family.

BASIC HEALTH

Basic Health is a state-sponsored program providing low-cost health care coverage through private health plans.

Basic Health is for Washington State residents who are:

  • Within Basic Health's Income Guidelines
  • Not eligible for free or purchased Medicare
  • Not institutionalized at the time of enrollment; and
  • Not attending school full-time in the United States on a student visa

MEDICARE

Medicare is health insurance for people:

·         age 65 or older,

·         under 65 with certain disabilities or ALS (amyotrophic lateral sclerosis, or Lou Gehrig’s disease),

·         any age with End-Stage Renal Disease (permanent kidney failure requiring dialysis or a kidney transplant)

 

If you are turning 65 you will be enrolled in Medicare automatically. A Medicare card will be mailed about three months before your 65 birthday. The card will show Part A (hospital services) and Part B (medical services) coverage.

 

Medicare pays approximately 80% of covered services. To assist with the 20% out of pocket cost, a Medicare recipient often will choose to purchase a Medicare supplement (Medi-gap) or an Advantage plan.

 

Medicare Part D covers your medication needs. You are eligible to enroll when you are initially eligible for Medicare.  If you miss this enrollment period you may enroll during November 15 – December 31 every year. (Late enrollment penalty may apply.)

 

There are programs available that pay some or all of the Medicare premiums for people with limited income and resources.
